October 17, 2019 – The White House announced that President Trump agreed not to increase Section 301 duties for List 1, 2, and 3 Chinese origin products to 30% on October 15, 2019. Additional duties will remain at 25% for now.
In Phase One, after resolving some issues with sanitary and phytosanitary, and biotechnology, China agreed to an increased purchase of U.S. agricultural products.Also discussed were intellectual property, expanded market access for financial services, and technology transfer.
Negotiations will be done in phases or sections, and are expected to continue within the next three to five weeks. A deal could be signed as early as at the Asia-Pacific Economic Cooperation summit in Chile on November 16-17, 2019.
Whether the President imposes 25% duties on List 4B products on December 15, 2019, will depend on how the negotiations progress.
