The Canadian Food Inspection Agency (CFIA) issued an industry notice to advise of upcoming changes and updates the animal health policy regarding import of milk and milk products. Milk and milk products have the potential to bring foot and mouth disease (FMD) virus into Canada. For importers of milk, cream, butter, buttermilk and whey, the treatment requirements for products from countries not free of Foot and Mouth Disease (FMD) have been updated.
The current animal health import policy for milk AIED-DIEA-IE-2001-4-7 Milk and Regulated Milk Products will be removed from the CFIA website on December 16th, 2020. This policy will be archived and replaced by Chapter 10.4 of the Terrestrial Animal Products and Byproducts: Import Policy Framework. At the same time, the version of Chapter 10.4 that is currently online will be replaced by the version in the below documents, which provides additional detail about animal health import requirements for foods and beverages containing milk as an ingredient.
- Update to Chapter 10.4. -Foods and beverages for human consumption containing one or more of the regulated milk ingredients above that are not consumer prepackaged at the time of import
(including commodities imported in bulk) or are not shelf stable at ambient temperature before opening in concentrated, dried, frozen, reconstituted or fresh form.

Additional import requirements
One or more of the following requirements may apply:
- Proof of origin (such as a Canada Customs Invoice)
- Labelling requirements
- Treatment requirements such as pasteurization, Ultra-High Temperature (UHT), or low final pH (please see Annex 3 for further details)
Foods for human consumption containing milk ingredients may require one or more of the following, depending on the animal disease risk:
- Import declaration
- Zoosanitary export certificate
- Originating from a country or zone designated free by Canada from foot and mouth disease
Changes to the import conditions for specific food and beverage commodities affected by the policy updates will be published in the Automated Import Reference System (AIRS) as of February 2, 2021.
