Environment and Climate Change Canada (ECCC) will adjust fees annually for notification of new substances filed under the New Substances Notification Regulations (Chemicals and Polymers). Fees will be increased by 2.2% as of April 1, 2019.
ECCC is implementing this fee adjustment for the New Substances Program to be in compliance with Canada’s Service Fees Act which requires annual fee adjustments based on the country’s Consumer Price Index (CPI) – specifically the previous year’s April All-Items CPI. This change applies to all federal service fees.
The New Substances Notification fees will increase every April 1st. The program anticipates informing stakeholders of the new fees early in each calendar year. The notification fees associated with these regulations depend on the type of assessment or service requested, as well as the annual sales of the notifier. Lower annual sales correspond to lower fees.
The New Substances Notification Regulations require any person (individual or company) proposing to import or manufacture a substance that is new to Canada and meets the quantity threshold, to submit prescribed information to the Government of Canada.
