President Trump issued Presidential Proclamation 9813 on October 30, 2018 to modify the list of products eligible for duty-free treatment under the Generalized System of Preferences (GSP) and to advise that several countries should no longer be treated as beneficiary developing countries.
Modifications to the Harmonized Tariff Schedule (HTS) are set forth in Annexes I and II of this proclamation with respect to articles entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 am EDT on November 1, 2018.
Customs and Border Protection (CBP) issued a Cargo Systems Messaging Service (CSMS) message on November 1, 2018 to announce that a Harmonized System Update was created to reflect these changes to modify the list of products eligible for duty-free treatment under Generalized System of Preferences (GSP).
The Office of U.S. Trade Representative issued decisions on petitions to add, remove, or redesignate a product to the list of eligible products for Generalized System of Preferences (GSP) and to petition for Competitive Need Limitations (CNL) waivers as well as identify products newly subject to exclusion by Competitive Need Limitations (CNL).
