The Notices to Importers set out the interim allocation policies, eligibility criteria, and administrative provisions applicable to each TRQ. They also include links to the relevant application forms. As per our communication of May 1, 2020, the Comprehensive Review of the Allocation and Administration of TRQs for Dairy, Poultry and Egg Products is temporarily suspended. Final CUSMA TRQ policies will be published following the conclusion of the Review.
For all dairy year TRQs, the first quota year will commence July 1, 2020 and the second quota year will commence August 1, 2020. Applications for both quota years will be processed and allocated at the same time. Please note that any application submitted for a TRQ administered on a dairy year basis for the 2020-2021 TRQ year (Milk, Cream, Skim Milk Powder, Butter and Cream Powder, Milk Powders and Whey Powder) will also be considered as an application for the 2019-2020 TRQ year.
For calendar year TRQs, the first quota year will commence July 1, 2020, and allocations will be prorated for the remainder of 2020.
The deadline for applications for both dairy and calendar year TRQs is June 22, 2020. Allocations will be issued on June 30, 2020.
Please note that applicants are not required to submit an affidavit or an accountant’s letter for the current application period.
In order to eliminate information duplicated across many of the Notices, key information has been centralized in the General Information on the Administration of TRQs for Supply-Managed Products. Further information on CUSMA TRQ dates and access quantities can be found in Key Dates and Access Quantities 2020-2021: TRQs for Supply-Managed Products.
Impact of COVID-19 on the TRQ application process
Given that access to certain Government of Canada facilities has been severely restricted, all applications for the dairy and calendar year TRQs are to be submitted electronically. The Department is unable to receive applications submitted via facsimile or by mail.
