Global Affairs Canada, on October 23, 2020, published a new Notice to Importers Serial#1032, effective November 2, 2020, regarding General Import Permit (GIP) No. 80 – Carbon Steel Products and GIP No. 81 – Specialty Steel Products. This new notice replaces the previous Notice to Importers Serial# 970 issued August 23, 2019.
GIP No.’s 80 & 81 enable the administration of the Steel Import Monitoring Program in which Global Affairs Canada (GAC) monitors the imports of carbon steel and specialty steel products. The monitoring provides early warning of increased imports into Canada which could indicate that foreign producers are dumping products into Canada or transshipping products through Canada to evade U.S. Section 232 tariffs.
The new notice contains revisions to the wording of each of the GIP’S as well as amendments to the HS codes associated with each of the GIP’S. There have been no new HS codes added nor any removed. The notice also contains information on importer obligations, and terms and conditions.
The changes do not limit the quantity of carbon and specialty steel products that may be imported into Canada.
This new notice will remain in effect unless superseded by a further notice or otherwise repealed.
