Large Civil Aircraft Dispute Portal Proposed for EU Section 301 Investigations

May 29, 2020 – The United States Trade Representative (USTR) is proposing a ’Large Civil Aircraft Dispute Portal’ be used to submit comments in Section 301 investigations on imports of certain European Union (EU) origin products, connected with the World Trade Organization’s (WTO’s) dispute on Airbus subsidies.

Also proposed is the use of a specific ‘Large Civil Aircraft Dispute (LCA) Form’, as outlined in the proposal.

The use of the portal will assist the USTR in their timely and comprehensive review with such aspects as:

  • whether to remove products of specific EU member States from the list of products subject to additional duties, or remain on the list
  • if a product remains on the list, whether to increase the current rate of additional duty, to as high as 100 percent
  • whether to add additional EU products to the list

The USTR is looking to have the portal in place by June 23, 2020.
