On June 10, 2015, the Canada Border Services Agency (CBSA) initiated investigations of alleged dumping and subsidizing of certain hot-rolled carbon steel plate and high-strength low-alloy steel plate originating in or exported from the Republic of India and the Russian Federation.
The product under investigation is described as hot-rolled carbon steel plate and high-strength low-alloy steel plate not further manufactured than hot-rolled, heat-treated or not, in cut lengths, in widths from 24 inches (+/- 610mm) to 152 inches (+/- 3,860mm) inclusive, and thickness from 0.187 inches (+/- 4.75mm) up to and including 3.0 inches (76.2mm) with all dimensions being plus or minus allowable tolerances contained in the applicable standards.
Exclusions: Plate for the use in the manufacture of pipe and tube (also known as skelp), plate in coil form, plate having a rolled, raised figure at regular intervals on the surface (also known as floor plate).
The investigations follow a complaint filed by Essar Steel Algoma Inc (Sault Ste. Marie, Ontario).
The CBSA will make a preliminary decision by September 8, 2015 on whether or not the imports are being dumped and/or subsidized.
If the Tribunal determines that an unusually large increase in harmful imports has occurred prior to the CBSA’s decision, duty could be levied on the goods brought into Canada as of June 10, 2015.

Concurrently, the Canadian International Trade Tribunal (CITT) has initiated a preliminary injury inquiry to determine whether the alleged injurious dumping has caused or is threatening to cause injury to the domestic industry.
Each person or government wishing to participate in the preliminary injury inquiry must file a notice of participation with the Tribunal on or before June 26, 2015.
