On November 20, 2018, the Canadian International Trade Tribunal (CITT) initiated an expiry review of its finding of injury made on December 18, 2013, concerning the dumping of circular copper tube originating in or exported from Brazil, China, Greece, Mexico and South Korea, and the subsidizing of those goods originating in or exported from China. The order is scheduled to expire on December 17, 2018.
On November 21, 2018, as a result of the CITT’s expiry review, the Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine whether the expiry of the above finding is likely to result in the continuation or resumption of dumping and/or subsidizing of the subject goods.
The CBSA will make a determination no later than April 23, 2019, and will issue a Statement of Reasons by May 8, 2019. .
The subject goods are described as “circular copper tube with an outer diameter of 0.2 inch to 4.25 inches (0.502 centimeter to 10.795 centimeters) excluding industrial and coated or insulated copper tube. Additional product details are found in CITT’S finding.
These goods are normally imported under HS classification numbers 7411.10.00.10, 7411.10.00.20, 7411.10.00.31 and 7411.10.00.39. These HS codes are provided for the convenience of reference only. Please refer to the product definition for authoritative details regarding the subject goods.
As part of its expiry review investigation, the CBSA has forwarded questionnaires to Canadian producers, importers, exporters and to the Government of China.
