Les fabricants d\u2019automobiles ont \u00e9tabli des cha\u00eenes d\u2019approvisionnement continentales robustes et complexes qui voient des pi\u00e8ces automobiles franchir les fronti\u00e8res nord-am\u00e9ricaines \u00e0 maintes reprises avant qu\u2019un produit fini ne soit assembl\u00e9. Les \u00e9conomies de co\u00fbt r\u00e9colt\u00e9es par l\u2019AL\u00c9NA ont permis aux fabricants d\u2019automobiles des \u00c9tats-Unis de pr\u00e9server leur comp\u00e9titivit\u00e9 par rapport aux concurrents \u00e9trangers, particuli\u00e8rement ceux du Japon et de la Cor\u00e9e, qui ont inond\u00e9 le march\u00e9 de l\u2019Am\u00e9rique du Nord de v\u00e9hicules abordables.<\/p>\n<p>L\u2019une des nombreuses \u00e9conomies r\u00e9alis\u00e9es par les fabricants d\u2019automobiles am\u00e9ricains \u00e9tait les salaires moins \u00e9lev\u00e9s au Mexique par rapport aux \u00c9tats-Unis ou au Canada. Cela repr\u00e9sente depuis longtemps l\u2019un des griefs soulev\u00e9s par les syndicats de l\u2019automobile am\u00e9ricains et canadiens, qui soutiennent que les lois du travail mexicaines sont laxistes par rapport \u00e0 celles de leurs voisins du Nord.<\/p>\n<p><strong>R\u00e8gles d\u2019origine<\/strong><\/p>\n<p>L\u2019AL\u00c9NA pr\u00e9voit que 62,5\u00a0% des pi\u00e8ces d\u2019un v\u00e9hicule soient fabriqu\u00e9es en Am\u00e9rique du Nord. Toutefois, pour tenter de rapatrier des emplois, l\u2019une des premi\u00e8res propositions de Washington lors des ren\u00e9gociations de l\u2019accord commercial visait non seulement \u00e0 rehausser l\u2019exigence du contenu \u00e0 85\u00a0pour cent, mais aussi \u00e0 exiger que 50\u00a0pour cent du contenu provienne des \u00c9tats-Unis.<\/p>\n<p>La proposition a \u00e9t\u00e9 rapidement rejet\u00e9e par le Canada et le Mexique, suscitant une profonde inqui\u00e9tude au sein de l\u2019industrie automobile, o\u00f9 les propositions \u00e9taient consid\u00e9r\u00e9es comme pouvant perturber de fa\u00e7on beaucoup trop importante leurs cha\u00eenes d\u2019approvisionnement, risquant de r\u00e9duire la rentabilit\u00e9 et la comp\u00e9titivit\u00e9 et d\u2019entra\u00eener un fl\u00e9chissement de la part de march\u00e9 et, par cons\u00e9quent, une perte d\u2019emplois.<\/p>\n<p><strong>Un changement de mentalit\u00e9<\/strong><\/p>\n<p>Au cours des derni\u00e8res semaines, on a observ\u00e9 un changement dans la position de Washington \u00e0 l\u2019\u00e9gard des r\u00e8gles d\u2019origine. Les \u00c9tats-Unis ont assoupli non seulement leur proposition de contenu am\u00e9ricain \u00e0 50\u00a0pour cent, mais aussi leurs exigences quant au contenu nord-am\u00e9ricain. Bien que le contenu de la valeur r\u00e9gionale de l\u2019AL\u00c9NA propos\u00e9 de 85\u00a0pour cent sera, selon toute vraisemblance, abaiss\u00e9 \u00e0 75\u00a0pour cent, la m\u00e9thodologie partag\u00e9e par les n\u00e9gociateurs jusqu\u2019\u00e0 maintenant s\u2019av\u00e8re une modification importante.<\/p>\n<p>Plut\u00f4t que de \u00ab\u00a0retracer\u00a0\u00bb des mati\u00e8res non originaires (c\u2019est-\u00e0-dire des mati\u00e8res qui ne sont pas de l\u2019Am\u00e9rique du Nord) dans l\u2019ensemble de la cha\u00eene d\u2019approvisionnement comme cela se fait aujourd\u2019hui, la nouvelle proposition vise \u00e0 regrouper les mati\u00e8res en trois cat\u00e9gories ou plus devant satisfaire \u00e0 certains seuils de contenu allant de 65 \u00e0 75\u00a0pour cent. Cependant, il s\u2019agit l\u00e0 d\u2019une approche \u00ab\u00a0tout ou rien\u00a0\u00bb. Si les pi\u00e8ces d\u2019une cat\u00e9gorie atteignent le seuil de contenu, la valeur totale repr\u00e9sente jusqu\u2019\u00e0 100\u00a0pour cent. Sinon, elles seront simplement consid\u00e9r\u00e9es comme n\u2019ayant aucun contenu d\u2019origine.<\/p>\n<p>Ces modifications ont \u00e9t\u00e9 apport\u00e9es \u00e0 la suite des r\u00e9centes consultations intenses entretenues avec les repr\u00e9sentants du secteur automobile.<\/p>\n<p>Or, le revirement quant aux propositions sur le contenu des produits de l\u2019automobile n\u2019\u00e9tait pas n\u00e9cessairement une capitulation de la part de Washington. En \u00e9change de l\u2019abandon de sa proposition de 50\u00a0pour cent du contenu provenant des \u00c9tats-Unis, l\u2019administration a soumis une nouvelle suggestion qui obligerait les fabricants d\u2019automobiles am\u00e9ricains \u00e0 produire leur contenu dans des territoires offrant un salaire minimum \u00e9tabli en contrepartie de cr\u00e9dits financiers pour aider \u00e0 compenser les co\u00fbts de main-d\u2019\u0153uvre suppl\u00e9mentaires.<\/p>\n<p>L\u2019id\u00e9e consistait \u00e0 aplanir les disparit\u00e9s afin que la main-d\u2019\u0153uvre am\u00e9ricaine ne soit pas trop d\u00e9favoris\u00e9e par rapport \u00e0 celle du Mexique. La proposition entra\u00eenerait, au final, l\u2019une ou l\u2019autre de deux cons\u00e9quences. Elle inciterait les fabricants d\u2019automobiles am\u00e9ricains \u00e0 ramener des emplois aux \u00c9tats-Unis, o\u00f9 les frais de main-d\u2019\u0153uvre sont plus \u00e9lev\u00e9s, ou continuerait d\u2019assurer la production au Mexique en obligeant, toutefois, les fabricants \u00e0 hausser les salaires.<\/p>\n<p>La proposition a \u00e9t\u00e9 chaleureusement accueillie par les syndicats des trois pays qui croient que les travailleurs b\u00e9n\u00e9ficieront en derni\u00e8re instance du concept. Par contre, ils ne sont pas seuls.
