La loi viendrait modifier la fa\u00e7on dont les fonds pr\u00e9vus au titre du Harbor Maintenance Tax (HMT) sont d\u00e9pens\u00e9s chaque ann\u00e9e. Les s\u00e9natrices esp\u00e8rent que cette initiative aidera les ports \u00e0 cr\u00e9er davantage d\u2019emplois et \u00e0 stimuler le commerce afin de livrer concurrence \u00e0 d\u2019autres installations dans des villes comme Vancouver.<\/p>\n<p>\u00ab\u00a0Les ports sont des cr\u00e9ateurs d\u2019emplois essentiels dans l\u2019\u00e9tat de Washington, et la Harbor Maintenance Tax a mis ces emplois en p\u00e9ril pendant 30\u00a0ans en d\u00e9tournant le fret vers les ports canadiens. Les s\u00e9natrices Murray et Cantwell ont fait preuve de courage pour pr\u00e9senter ces r\u00e9formes significatives qui nous aideront \u00e0 devenir plus concurrentiels, a expliqu\u00e9 Connie Bacon, pr\u00e9sidente de la commission portuaire de Tacoma, dans le communiqu\u00e9 de presse. Gr\u00e2ce \u00e0 leurs efforts, les clients de la Northwest Seaport Alliance en auront enfin davantage pour leur argent.\u00a0\u00bb<\/p>\n<p>Auparavant, les s\u00e9natrices Cantwell et Murray avaient propos\u00e9 d\u2019autres m\u00e9thodes pour augmenter les investissements dans les installations portuaires, particuli\u00e8rement dans leur \u00e9tat, \u00e0 Tacoma et \u00e0 Seattle. Elles estiment, de concert avec M<sup>me<\/sup>\u00a0Bacon et d\u2019autres partisans de la r\u00e9forme, que la fa\u00e7on dont les fonds per\u00e7us de la HMT sont d\u00e9pens\u00e9s ne procure pas d\u2019avantages aux ports. Elles all\u00e8guent plut\u00f4t que l\u2019absence d\u2019investissements ad\u00e9quats incite les exp\u00e9diteurs \u00e0 diriger le fret vers le nord, dans les terminaux canadiens.<\/p>\n<p><strong>Les ports canadiens sont plus abordables aux yeux des exp\u00e9diteurs <\/strong><br \/>\nOutre l\u2019absence d\u2019investissements ad\u00e9quats, le taux de change du dollar am\u00e9ricain au dollar canadien constitue l\u2019une des raisons pour lesquelles les exp\u00e9diteurs estiment plus abordable de transporter le fret par l\u2019interm\u00e9diaire des ports au Canada. La Compagnie des chemins de fer nationaux du Canada a indiqu\u00e9 qu\u2019en faisant passer la marchandise par la fronti\u00e8re et en <a href=\"http:\/\/www.joc.com\/regulation-policy\/import-and-export-regulations\/us-importexport-regulations\/us-senate-bill-would-send-more-money-ports-faster_20160318.html\">l\u2019exp\u00e9diant \u00e0 partir<\/a> des terminaux canadiens, les exp\u00e9diteurs pourraient \u00e9conomiser entre 200\u00a0$ et 250\u00a0$, rapporte le Journal of Commerce. Les exp\u00e9diteurs pourraient r\u00e9aliser ces \u00e9conomies gr\u00e2ce aux frais inf\u00e9rieurs exig\u00e9s par les terminaux canadiens, \u00e0 la faiblesse des taux de change, au chargement ferroviaire et aux redevances moins \u00e9lev\u00e9es sur les conteneurs.<\/p>\n<p>Les co\u00fbts plus \u00e9lev\u00e9s dans les ports am\u00e9ricains sont en partie attribuables aux droits qu\u2019ils doivent payer \u00e0 la HMT et qui ne sont pas enti\u00e8rement r\u00e9investis dans leurs installations, ce qui signifie que d\u2019autres moyens doivent \u00eatre utilis\u00e9s pour percevoir les fonds. Les s\u00e9natrices Cantwell et Murray souhaitent que leur proposition aide \u00e0 ramener les fonds dans les ports qui paient la taxe, afin d\u2019assurer la croissance et d\u2019aider \u00e0 construire un contexte plus accueillant pour les exp\u00e9diteurs.<\/p>\n<p>\u00ab\u00a0Les droits per\u00e7us au moyen du Harbor Maintenance Trust Fund (HMTF) \u00e9taient destin\u00e9s \u00e0 assurer l\u2019entretien de tous les ports du pays, affirme Robert McEllrath, pr\u00e9sident international de la International Longshore and Warehouse Union (ILWU), dans le communiqu\u00e9 de presse. Le d\u00e9routement de ces fonds et leur utilisation incompl\u00e8te nuit aux ports am\u00e9ricains et aux emplois maritimes, ce qui signifie moins de fret sur nos quais et moins de travail. L\u2019ILWU appuie les efforts des s\u00e9natrices Murray et Cantwell pour r\u00e9former la HMTF, cr\u00e9er des r\u00e8gles du jeu plus \u00e9quitables pour les ports am\u00e9ricains et prot\u00e9ger des emplois maritimes.\u00a0\u00bb<\/p>\n<p><strong>Modifications sp\u00e9cifiques contenues dans la proposition des s\u00e9natrices <\/strong><br \/>\nLa proposition des s\u00e9natrices Cantwell et Murray apporterait de nombreuses modifications \u00e0 la HMTF. Le communiqu\u00e9 de presse pr\u00e9sentait une liste des r\u00e9formes\u00a0:<\/p>\n<ul>\n<li>Cr\u00e9er un m\u00e9canisme de financement direct afin d\u2019utiliser la HMTF de mani\u00e8re exhaustive et dans l\u2019int\u00e9r\u00eat sup\u00e9rieur.<\/li>\n<li>Permettre aux administrations portuaires de proposer des rabais aux exp\u00e9diteurs.<\/li>\n<li>Cr\u00e9er une r\u00e9serve pour les ports donateurs afin d\u2019assurer la maximisation des fonds et leur distribution \u00e9quitable.<\/li>\n<li>\u00c9tablir une r\u00e9serve permanente pour les ports plus petits afin de soutenir l\u2019exploitation et la maintenance.<\/li>\n<\/ul>\n<p>\u00ab\u00a0Le syst\u00e8me actuel ne fonctionne tout simplement pas et produit un d\u00e9savantage concurrentiel pour les ports de l\u2019\u00e9tat de Washington, explique la s\u00e9natrice Murray dans le communiqu\u00e9 de presse. Ce projet de loi serait essentiel pour soutenir les ports de toutes tailles, maintenir les emplois dans l\u2019\u00e9tat de Washington et dans la r\u00e9gion nord-ouest du Pacifique et corriger ce syst\u00e8me d\u00e9fectueux. Les ports de Tacoma et de Seattle sont importants pour l\u2019\u00e9conomie de notre \u00e9tat et nous devons nous assurer de prendre toutes les mesures n\u00e9cessaires pour encourager la croissance de l\u2019emploi et le d\u00e9veloppement de l\u2019\u00e9tat de Washington.\u00a0\u00bb<\/p>\n<p>La situation g\u00e9ographique de l\u2019\u00e9tat de Washington dans la partie nord-ouest des \u00c9tats-Unis le place en concurrence directe avec les ports canadiens.
