Criteria for issuing proof of origin and quotas to export to the United Kingdom

On January 13th of this year, the Secretariat of Economy published in the National Foreign Trade Information Service (SNICE), the Criteria for issuing proof of origin and quotas to export to the United Kingdom, by which it is reported that as of January 1st, 2021, Companies that export to the United Kingdom may continue to use the mechanism referred to in official letter 414.2019.2311 dated June 26, 2019, that is, they must type, stamp or print on a commercial document in their name the following text in its version in Spanish or English:

The exporter of the products included in this document (Authorized Exporter Number)

declares that, unless otherwise indicated, these products enjoy a preferential origin (indicate the

origin of products)

(signature of the exporter, in addition to being indicated legibly

the name and surname of the person signing the declaration

In addition to the above, the General Directorate for Foreign Trade Facilitation will continue to issue certificates of origin only for merchandise subject to quota, in the same format in which they have been issued until now (EUR.1).

The Authorized Exporter Number (NEA) for the goods for which compliance with the rule of origin has been accredited within the framework of TLCUEM through a Registry of Eligible Products (RPE), may be used for the exports of the goods registered to the UK.

Exporters that still do not have their NEA may request it at the Mexican Foreign Trade Window (VUCEM) within the framework of TLCUEM, and it may be used in exports to the United Kingdom. Invoice declarations may not be issued using the NEA for merchandise subject to any of the quotas established in the Continuity Agreement.
