Aluminum Import Licenses Required Beginning January 25, 2021

The U.S. Department of Commerce issued a final rule requiring an Aluminum Import Monitoring and Analysis (AIM) license be filed for all subject entries effective January 25, 2021.  It is modeled after the Steel Import Monitoring and Analysis (SIMA) program.

It will be used to tracking surges in imports of aluminum and assist in identifying potential trans-shipments which could be used to evade or circumvent antidumping and countervailing duty (AD/CVD) and Section 232 additional duty.

Products covered include Harmonized Tariff Schedule (HTS) Headings 7601, 7604-7609, and HTS 7616.99.5160 and 7616.99.5170.

Under the AIM program, importers of covered products would be required to obtain an import license, with the license number input into the Customs entry. The license would identify the country or countries where the largest and the second largest volume of primary aluminum used in the manufacture of the imported product was smelted and the country where the aluminum product was most recently cast, as well as the countries of origin and export, the value, quantity, HTS number, the entry type, port of entry, and details on the parties involved (filer, importer, exporter, manufacturer).
