U.S. Customs and Border Protection’s (CBP’s) Air Cargo Advance Screening (ACAS) program went into effect on June 12, 2018. Inbound aircraft arriving in the United States from a foreign country with commercial cargo aboard, who are required to make entry under the CBP regulations, are affected.
The ACAS program requires inbound carriers, or other eligible parties, to electronically transmit specified advance cargo data (ACAS data) to CBP for air cargo transported onboard U.S.-bound aircraft as early as practicable, but no later than prior to loading of the cargo onto aircraft destined to or transiting through the U.S.
Previously a voluntary process existed, in which many airlines participated globally, but this program is now mandatory for airlines flying to the U.S.
ACAS enhances the security of the aircraft and passengers on U.S.-bound flights by enabling CBP and Transportation Security Administration (TSA) to perform targeted risk assessments on the air cargo prior to the aircraft’s departure for the U.S., to ensure our nation’s ports and cargo facilities are secure.
