Agreement creating, on a permanent basis, the National Committee for Trade Facilitation-National Commission for Regulatory Improvement (CONAMER)

On January 11th, 2020, the Secretariat of Economy (SE) published in the National Commission for Regulatory Improvement (CONAMER), the agreement creating, on a permanent basis, the National Committee for Trade Facilitation, whose purpose is to facilitate coordination between the agencies and the various entities of the Federal Public Administration for the design, execution and evaluation of programs and actions in the field of trade facilitation, as well as for the implementation and application of the provisions of the Agreement on Trade Facilitation based on the applicable national and international regulations, within the scope of their respective powers.

• The Committee will be made up of representatives of the following dependencies with voice and vote:

  • Secretariat of Economy;
  • Secretariat of Foreign Relations;
  • Secretariat of National Defense;
  • Secretariat of Finance and Public Credit;
  • Secretariat of the Environment and Natural Resources;
  • Secretariat of Energy;
  • Secretariat of Agriculture and Rural Development;
  • Secretariat of Communications and Transportation; and
  • Secretariat of Health.

• The Committee will be chaired by the Head of the Secretariat of Economy, who may be replaced in his / her absences by the Head of the Under secretariat of Foreign Trade.

• The Committee will have the following functions, among others:

  1. Serve as coordinating body of the different dependencies of the Federal Public Administration that have competence and that intervene in the different aspects related to the implementation and application of the Agreement on Trade Facilitation.
  2. Serve as coordinating body of the different dependencies of the Federal Public Administration that have competence and that intervene in the different aspects related to the implementation and application of the Agreement on Trade Facilitation.
  3. Serve as coordinating body of the different dependencies of the Federal Public Administration that have competence and that intervene in the different aspects related to the implementation and application of the Agreement on Trade Facilitation.
  4. Serve as coordinating body of the different dependencies of the Federal Public Administration that have competence and that intervene in the different aspects related to the implementation and application of the Agreement on Trade Facilitation.
  5. Analyze and, where appropriate, issue recommendations to improve the efficiency of processes and procedures for foreign trade to reduce costs and eliminate barriers to trade, in accordance with applicable national and international regulations.
