Canada’s Department of Finance has published a notice of intent containing retaliatory countermeasures following the United States’ announcement it will implement a 10% tariff on Canadian aluminum. The tariffs will apply to imports of certain aluminum products from Canada, and will go into effect on August 16, 2020. As a countermeasure, Canada intends to impose surtaxes on imports of aluminum and aluminum-containing products from the U.S.

Canada’s countermeasures will take effect on September 16, 2020 and will remain in place until the U.S. eliminates its tariffs on Canadian aluminum. The surtax will not apply to U.S. goods that are in transit to Canada on the day these countermeasures come into force.
The list of products outlined at the tariff item level in Table 1 should be read in conjunction with the Schedule to Canada’s Customs Tariff.
