Canadian Food Inspection Agency (CFIA) advises of the following changes will come into effect for imports of unprocessed grains and oilseeds, as well as associated meals destined for use in livestock feed from those countries listed in Appendix 3 of Import Requirements for Plant-based Feed Ingredients Imported for Use in Livestock Feed entering Canada through a declared secondary control zone. The declared control zones are those marine ports identified in Appendix 1 of Import Requirements for Plant-based Feed Ingredients Imported for Use in Livestock Feed.
Imports of unprocessed/raw grains and oilseeds from African swine fever countries of concern
Effective March 29, 2019, Canada is implementing a new import permit requirement for select commodities. The HS codes for the implicated products are listed in Appendix 2 of Import Requirements for Plant-based Feed Ingredients Imported for Use in Livestock Feed.
Each import permit application submitted to CFIA must be accompanied by a questionnaire completed by the Canadian processing facility. This questionnaire is necessary to demonstrate that the conditions of the import permit will be met. A CFIA inspector may go on-site at destination facilities to review records and to verify the conditions of import have been met and that the information provided in the questionnaire is accurate. Import permit applications, accompanied by completed questionnaires, must be submitted to the CFIA Centre of Administration for Permissions.

This questionnaire is necessary to demonstrate that the conditions of the import permit have been met. This questionnaire must be verified and endorsed by a representative of the competent authority of the country of origin.
A CFIA inspector may go on-site at destination facilities to review records and to verify the conditions of import have been met. Import permit applications, accompanied by completed questionnaires, must be submitted to the CFIA Centre of Administration for Permissions.
Animal feed and feed imports
African swine fever can spread through contaminated feed or feed ingredients. Producers should only purchase swine feed from trusted sources that have appropriate biosecurity controls.
Producers and feed manufacturers who purchase ingredients to produce pig feed should know the origin of the ingredients. Producers and feed importers should verify that feed ingredients were produced and handled using proper biosecurity measures.
Feed importers should be able to provide feed purchasers with information on how the ingredients were produced and handled prior to entry into Canada.
