The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) issued its annual
list of explosives determined to be within the coverage of pertinent United States Code (USC).
Explosive materials include, but are not limited to:
- dynamite and other high explosives,
- black powder,
- pellet powder,
- initiating explosives,
- detonators,
- safety fuses,
- squibs,
- detonating cord,
- igniter cord, and
- igniters,

An ATF issued Federal Explosives License is required to import, distribute, ship, and transport explosive materials in interstate or foreign commerce. Anyone who ships, transports, causes to be transported, or receives explosive materials must hold a license or permit.
The list is the same as the 2017 annual list, but it corrects a misspelling of an explosive found in the 2017 annual list.
