7th Round of China Section 301 Exclusions for List 4A Products Granted

The U.S. Trade Representative (USTR) granted a seventh round of exclusions from Section 301 additional duties for Chinese origin products found on List 4A that currently enter using Harmonized Tariff Schedule (HTS) 9903.88.15.

Eleven ten-digit HTS were newly excluded, as well as fifty-three product specific exclusions. These new exclusions represent 242 separate exclusion requests. 

They are effective September 1, 2019, through August 31, 2020, and will use HTS number 9903.88.53.

The eleven new ten-digit HTS exclusions are for the below HTS:

  • 0505.10.0055
  • 5504.10.0000
  • 8215.99.3500
  • 9506.70.4000
  • 9701.10.0000
  • 9702.00.0000
  • 9703.00.0000
  • 9705.00.0085
  • 9706.00.0020
  • 9706.00.0040
  • 9706.00.0060

This notice also modified 5 exclusions to include the old HTS 6307.90.9889, as well as the new 7-1-20 HTS 6307.90.9891 for five List 4A, Tranche 6 exclusion, which uses HTS 9903.88.51.

Exclusions are available for any product that meets the description, regardless of whether the importer filed an exclusion request.

Refunds for duties previously paid may be recovered if within time constraints.  A Post Summary Correction (PSC) is used for unliquidated entries, and a Protest is used for entries liquidated within the past 180 days.  Importers should contact their Livingston Service representative to request any applicable PSCs or Protests be filed.
